Qatar is one of the clearest examples of how a tiny country can become globally influential by positioning itself strategically inside larger systems of energy, aviation, finance, diplomacy and media. On the surface, Qatar appears improbable: a small desert peninsula in the Gulf with a relatively tiny population, extreme summer heat and limited agricultural land.
